Serah Joy Malaba

Serah Joy Malaba is a seasoned Public Health Specialist with 17+ years progressive experience conceptualizing, driving strategic direction, defining deliverables and aligning fiscal and human resources for successful evidence based, high quality programs. A dedicated public health specialist and development enthusiast, she has designed and operationalized varied interventions including HIV and AIDS, Key Populations, gender, governance, food security, water and sanitation, blood safety, and reproductive, maternal, new born and child health (RMNCH) at regional, national and subnational levels. 

She has deep policy, health systems strengthening, technical assistance and support and capacity building expertise. She has successfully led strategic engagements with policy leaders and technocrats at Ministries of Health, as well as funders and implementers towards scaling high impact interventions. She has also led the design and standardization of technical assistance approaches and delivery mechanisms that have catalysed shifts from direct implementation to health system strengthening approaches.

A seasoned policy and strategy lead with extensive experience leading policy dialogues, stakeholder alignment and commitment forums and service delivery for among others,  the East Africa Community’s Secretariat, the Kenya National AIDS and STIs Control Program (NASCOP), and the Kenya National Blood Transfusion Services (KNBTS). In addition, she has overseen the design and implementation of health systems strengthening interventions for over 60 implementing partners including overseeing implementation in 31 counties in Kenya, when she was Head of the NASCOP Key Populations Technical Support Unit.

She holds a Global Executive MBA in Health Management and Leadership from the United States International University- Africa.  She has completed a Master of Public Health Degree at the Kenyatta University and is scheduled to graduate in 2020. She holds a Bachelor of Science, Family and Consumer Studies degree (First Class Honours). Besides, she is a certified PRINCE2 Practitioner and is pursuing Project Management Professional (PMP) certification.
